1. Inspect Organization's Authentication Standard to determine whether unique identifier requirements are documented. 2. Perform a walkthrough of user account creation of an existing user to determine whether identifier reuse is prevented. 3. Obtain a complete list of existing users with identifiers to determine whether same identifier is not used for any two users.
